Sereno Elisha Payne was a Republican congressman from Auburn, New York, who spent most of his career in the House of Representatives. He chaired the Ways and Means Committee, which made him a central figure in tariff policy, and his name became attached to the Payne-Aldrich Tariff Act of 1909. This portrait, dated around 1911, shows him during the years when that tariff debate was still shaping American politics. Portraits of legislators from this period were often made for official use, newspapers and constituents, so the image offers a glimpse of how Washington presented its lawmakers in the early twentieth century.
