Unlike the photographs around it, this item is a planning map, and its title places the central core of the capital at the center of its study. Drawn in 1941, it reflects a period when the federal government was growing quickly, and agencies needed more office space as new responsibilities came with the Depression and the approach of war. Planners of the time built on the 1902 McMillan Plan, which had set the classical axis of the National Mall and guided the placement of federal buildings. Maps like this one show how officials were deciding where the city's core should grow next.
