Few maps from the 1870s record the city's streets as closely as this one, which charts the paving materials used across Washington in 1873. That year the city was in the middle of a large public works program, led by the Board of Public Works under Alexander Shepherd, that graded streets, laid sidewalks, and paved roads that had long been mud or dust. The map's notation of pavement types shows which streets had been upgraded and which remained unimproved, a useful detail when comparing it with earlier city plans.
