A Pennsylvania delegate to the American Civic Association is the subject of this April 9, 1924 glass negative, part of the National Photo Company's collection of press and event photographs. The American Civic Association, founded to promote city beautification and civic improvement, drew delegates from across the country, and the company's photographers recorded many such figures for newspapers. The negative reached the Library of Congress as a 1947 gift from Herbert A. French. The streaks and blemishes visible across the plate come from the natural deterioration of its original coatings, not from the scene itself.
