The view is taken from the State, War and Navy Building, the massive office block just west of the White House, looking across toward the residence and the executive offices that served the president's staff. Finished in 1888 in a French Second Empire style, the building was designed for the departments named on its façade, and its bulk makes a striking contrast with the smaller mansion beside it. National Photo Company, a Washington firm, documented the capital's buildings and streets extensively during the 1910s and 1920s, so this picture reflects how the government's growing office space looked in that period.
