Frederick Low is shown here as a half-length portrait, taken from a photoprint by Mathew Brady's Washington studio and reproduced as a wood engraving for Harper's Weekly in November 1869. The record names him as a former governor of California and a banker, and the caption card's crossed-out title, "Ex-Governor Frederick F. Low," points to the moment of its publication. That year Low had just finished his term as U.S. Minister to China, and the engraving reflects the public interest in American envoys to Asia during the decade after the Burlingame era of diplomacy opened closer ties with Beijing.
