The sitter is Col. Tasker Howard Bliss, an Army officer who was named collector of customs at Havana, and the portrait is tied to the customs house rather than to a battlefield or a parade. After the Spanish-American War, the American military government in Cuba relied heavily on import duties collected at Havana to fund the island's administration, so the post carried real weight. The photograph was made by Ernest C. Rost of New York, and its caption card dates it to about 1899, though that date is marked as uncertain. Bliss later rose to a senior role in the Army, which makes this an early glimpse of his career.
