The particular detail here is the work itself: young Civilian Conservation Corps enrollees are packing seedlings into work boxes, the wooden crates or trays used to carry saplings into the field before a day of planting. The CCC was a New Deal program that put young men, mostly unmarried and from families on relief, to work on conservation projects such as reforestation, soil erosion control and fire prevention on public lands. Tree planting was among its most visible tasks, and the crews planted millions of seedlings across national forests and parks during the 1930s. The record dates this photograph only tentatively, to somewhere between 1936 and 1940, so the scene reflects the program during its peak years.
