St. Louis in 1906 was one of the largest cities in the country, with a population near 600,000, and it was still living off the 1904 Louisiana Purchase Exposition, whose grounds in Forest Park had only recently been cleared. The city's economy rested on river and rail trade, meatpacking, tobacco, shoe manufacturing, and brewing, and its banks financed much of that commerce across the Mississippi Valley. A gathering of the National Bankers Association would have drawn men from small-town and county banks who came to the city to discuss credit, currency, and the regulation of their institutions. Congress had passed the Pure Food and Drug Act that same year, and bankers, merchants, and manufacturers across the Midwest were watching federal law closely as it reshaped business.
