St. Louis in 1919 was one of the largest industrial cities in the United States, with shoe factories, breweries, and tobacco and metal works along the riverfront, and its rail yards tied it to markets across the Midwest and South. Its population had passed 700,000 by then, and many of its workers were immigrants or the children of immigrants. This panoramic photograph records a suffrage gathering in the city during the year Congress approved the Nineteenth Amendment and sent it to the states for ratification. Missouri's legislature took up the question that year, and the debate drew women from the city's clubs, churches, and labor groups into public meetings and parades. The campaign was fought at the state capital and in local newspapers as much as in the streets, and its outcome was still uncertain to the people who stood for the photograph.
