A baby contest held at the University Settlement, on the corner of Eldridge and Rivington Streets on the Lower East Side, gives this picture its particular setting. Founded in 1886, the settlement house offered neighborhood families classes, social services, and health programs, and infant contests that judged children on physical fitness were a popular Progressive-era way to draw mothers in and promote child welfare. The photograph was made by Underwood and Underwood, a commercial firm that produced many event pictures in these years. It shows how public health ideas of the time were staged for the camera as well as practiced in daily life.
