This glass negative pairs Herbert Hoover with a man called only Alexander, a name taken from unverified notes the National Photo Company wrote on its negatives or sleeves. In 1921 Hoover had just become Secretary of Commerce under President Harding, a post he used to promote trade and industrial efficiency. The plate's streaks and blemishes come from the natural breakdown of its original coating, a common condition in glass negatives of this age.
