Among the officials photographed by the National Photo Company, this glass negative shows Harry Kimball as vice president of the United States Shipping Board, with a date of October 3, 1921. The Shipping Board was created in 1916 to build and oversee an American merchant fleet, a task that grew urgent during and after World War I. The Washington-based studio produced many portraits of government figures from this period. Viewers may notice streaks and small blemishes on the glass, which come from natural deterioration of its original coating.
