Here, Washington and Franklin are among the delegates shown gathered to sign the U.S. Constitution, a scene that unfolded in Philadelphia's Independence Hall in September 1787. The convention had met through that summer to replace the weak Articles of Confederation, and the signing closed months of debate over representation, the powers of the executive, and the new national government. This color reproduction, issued by a New Jersey firm around 1925, belongs to a popular wave of patriotic images that brought historical paintings into homes, schools and civic halls during the 1920s. Its title, "The foundation of American government," shows how the image was meant to present the Constitution as the basis of the nation.
