Dr. Tomo Inouye appears here as a representative of the working women of Japan at the first International Congress of Working Women, which met in Washington, D.C., around 1919. Her caption notes that she studied medicine in the United States and later practiced in Japan, and that she was prominent at a recent conference of women doctors. The picture survives as a glass negative from the National Photo Company, a Washington studio that documented many visiting delegations and public events of the period. The record also notes streaks and other surface blemishes from natural deterioration, which can soften fine detail in the image.
