The title places this picture in Panama in 1923, when ships of the Atlantic and Pacific fleets were brought together at the isthmus, a reminder of how the canal let the U.S. Navy shift strength between its two coasts. Roosevelt's link to the scene is the canal itself: he pushed the project through during his presidency, from 1904 to 1909, and the waterway opened in 1914, five years after he left office. The photograph therefore shows the canal in use, as a naval route, rather than under construction. Its date falls well after Roosevelt's time in office, so it is best read as a legacy image.
