In 1774 Massachusetts stood at the center of its quarrel with Britain. Boston, the colony's largest town, had been under the Boston Port Act since June 1, 1774, when Parliament closed its harbor to most trade until the tea destroyed in December 1773 was paid for. Wharves that had handled cod, lumber, and rum sat idle, and dockhands and carters went without work. General Thomas Gage arrived in May as governor and military commander, and the General Court was ordered to meet in Salem instead of Boston. Across the province, towns were organizing committees and sending delegates to meet in defiance of royal authority, and Cape Cod's fishing and coasting trade felt the strain of the dispute.
