This 1918 portrait is not a view of the city of Houston, despite its place on the Houston board. The sitter is identified as David Franklin Houston, who served as Secretary of Agriculture under Woodrow Wilson, and the city shares his surname. Harris & Ewing, the Washington, D.C. studio that made the image, photographed many federal officials in the 1910s and 1920s, so the picture reflects that wartime era in the capital. Houston's department oversaw food production and conservation during World War I, a period when agriculture was closely tied to the war effort.
