Cleveland in 1909 was one of the great industrial cities of the Midwest, with its lakefront and the Cuyahoga River lined by steel mills, oil refineries, shipyards and freight yards. Standard Oil, headquartered in the city under John D. Rockefeller, was the most visible of the enterprises that had made Cleveland rich, and iron ore arriving by lake boat from the Mesabi Range fed the furnaces along the Flats. Population had climbed past 500,000 by that time, drawing immigrants from Central and Eastern Europe who filled neighborhoods on the east and south sides. Mayor Tom L. Johnson had died in 1911, but his reform-minded administration in the years just before had given the city its public-park and street-railway debates, which residents followed closely.
