Sucre, Bolivia, in 1915 was still the nation's constitutional capital, although the seat of government had moved to La Paz in 1899 after the Federal War. Founded as La Plata in 1538 and renamed in 1839 for Antonio José de Sucre, the city was known for its whitewashed colonial houses, which earned it the nickname "the White City." Its university, the San Francisco Xavier, dated to the colonial era and remained a center of learning for the country's legal and clerical elite. Much of the wealth that had once flowed from the silver mines of Potosí had shifted to the tin boom in the north and to the government in La Paz, leaving Sucre with a quieter economy built on agriculture, small trades, and regional commerce. Residents took pride in their city's older standing even as national politics and money increasingly centered elsewhere.
