La Paz in 1915 sat in a deep bowl of the Andes at roughly 3,600 meters, with its government seat at Sucre and its commercial and administrative life concentrated in the city of La Paz itself. Bolivia's economy in those years rested heavily on silver and tin exports, and the nation's wealth had been shaped by the mining boom of the previous decades. The city was linked to the Pacific coast by the railway running down toward Arica, which carried goods and travelers and tied the highland capital to outside markets. Indigenous Aymara and Quechua residents made up much of the population, working in the surrounding valleys, markets, and workshops, while a small urban elite dominated politics and commerce. The photograph captures a city still defined by its steep, crowded terrain and its place in the Andean trade.
