Three named sitters, Maj. J.W. Clark, Mrs. Irene C. Crisp, and Gen. Frank T. Hines, set this glass negative apart from the other portraits on the board. Hines was then head of the U.S. Veterans Bureau, a federal agency created in 1921 to administer benefits for former servicemen. The National Photo Company, a Washington, D.C., studio, produced large numbers of portraits of officials and public figures during the 1920s and 1930s. The date comes from a related negative rather than this plate, and the streaks visible on the glass are typical of natural deterioration in the original coating.
