Crazy Mule is shown presenting his war bonnet to Secretary of the Interior Carl Schurz, a personal exchange that the engraving frames as a formal meeting between a Native leader and a senior Washington official. Schurz, a German-born reformer, led the Interior Department from 1877 to 1881, a period when federal policy toward Native nations was heavily contested and the department oversaw the Indian Bureau. The image appeared in Frank Leslie's Illustrated Newspaper, a popular weekly that relied on wood engravings like this one to bring distant events to readers. Its date is estimated as 1879 to 1880.
