Thomas Walker Page, an economist who chaired the U.S. Tariff Commission, sat for this portrait in Washington on June 7, 1921. The Tariff Commission was a federal body that studied import duties and advised Congress and the president on trade policy, and in the years after World War I, tariff questions were central to national debates over trade and the economy. The negative was made by the National Photo Company, a Washington studio whose glass plates document many officials, events, and public figures of the period. Its surface shows streaks and blemishes from the gradual breakdown of the original coating, a common condition in glass negatives of this age.
