Edward P. Costigan, a Colorado lawyer and progressive reformer, is named here in his role on the U.S. Tariff Commission, the independent federal body created in 1916 to study import duties and advise Congress on trade. The National Photo Company, a Washington studio that documented officials and public figures in the early twentieth century, made the negative around 1921. Costigan later won a U.S. Senate seat from Colorado in 1930 and became known for his support of federal anti-lynching legislation. The glass plate may show streaks and blemishes from deterioration of its original coating.
