The name on this glass negative identifies the sitter as W.S. Culbartson of the U.S. Tariff Commission, although the title comes from unverified data supplied by the National Photo Company. The Tariff Commission was a federal body created in 1916 to study trade and advise on import duties, and its work drew wide attention in the years after World War I, when tariff rates were a central question in economic policy. The National Photo Company, based in Washington, D.C., made many portraits of government officials and other public figures, so the picture documents the capital's official life of that era. Streaks and blemishes visible on the glass come from the gradual deterioration of the original coatings rather than from the photograph itself.
