This glass negative, dated August 3, 1921, is identified in its record as a portrait of E.I. Lewis associated with the Interstate Commerce Commission, though the record notes that the title comes from unverified data on the negative sleeve. The Interstate Commerce Commission, created by Congress in 1887 to regulate railroads, was a key federal agency in Washington, and the National Photo Company made thousands of such official portraits and views of government figures and buildings in the early twentieth century. Collectors may also notice the streaks and blemishes the record attributes to deterioration of the original glass coatings, which are typical of negatives of this age.
