W.W. Tarbell, identified in the record as being of Bethel, Connecticut, testified before the Senate committee examining the Naval Oil Inquiry on March 24, 1924. The hearings were part of the Teapot Dome scandal, in which federal oil reserves set aside for the Navy in Wyoming and California were leased to private companies without competitive bidding. The National Photo Company, a Washington studio, recorded many of the witnesses who appeared during these hearings, which kept the investigation in the headlines through the mid-1920s.
