The Minnesota State Prison at Stillwater, which the 1915 photograph labels as Bayport, sat on bluffs above the St. Croix River, where the state had housed convicts since the 1850s. By 1915 the institution was known across the region for the work its inmates did, including quarrying limestone and running a binder twine factory that supplied farm implement makers. Stillwater itself was still shaped by the lumber trade that had made its riverfront wealthy a generation earlier, though the big sawmills were fading. Residents of the St. Croix valley knew the prison as a neighbor, a source of local jobs, and a constant topic in debates over prison reform and the cost of state institutions.
