The title points to a Washington business, the District of Columbia Paper Company, though that caption was added later and has not been verified. The glass plate comes from the National Photo Company, a commercial studio that recorded the city's streets, businesses, and civic life in the early twentieth century, and its date of about 1923 is inferred from neighboring negatives in the same batch. Glass plates were the standard medium of that era, and the streaks and blemishes visible on the surface reflect the natural deterioration of the original emulsion coating over time.
