Here the caption names a specific measure, the Philippine independence bill, but the board's subject heading lists Theodore Roosevelt. The law most likely pictured is the Tydings-McDuffie Act, which Franklin D. Roosevelt signed in March 1934. It set a ten-year transition to a Philippine Commonwealth, with full independence to follow. Theodore Roosevelt died in 1919 and had no part in that law, so the subject heading appears to be mistaken. The 1945 date may reflect when the print was made or issued rather than the signing itself.
