Franklin D. Roosevelt is shown signing the Social Security Act in 1935, with Labor Secretary Frances Perkins and Senator Robert F. Wagner of New York among those gathered around him. The act, passed that August, created a federal old-age pension system and a national unemployment insurance program during the depths of the Great Depression. Perkins, the first woman to serve in a U.S. Cabinet, had helped shape the legislation, so her presence at the signing is worth noticing. The picture is a useful record of a moment that still defines the American social safety net.
