From an elevated vantage point around 1900, this view shows Philadelphia City Hall while construction was still winding down; work began in 1871 and the building was not finished until 1901. Designed largely by John McArthur Jr., the granite building fills Penn Square at the crossing of Broad and Market Streets and was one of the largest municipal buildings in the United States when completed. Its crowning feature, a bronze statue of William Penn set atop the central tower in 1894, became a lasting symbol of the city.
