Few American city halls took as long to finish as the one at the center of Philadelphia, which was begun in 1871 and completed in 1901. Its tower, crowned by a bronze statue of William Penn set in place in 1894, was the tallest point in the city for decades. The Detroit Publishing Company, which sent photographers across the country to record cities and landmarks, made this view on an 8 by 10 inch glass plate negative. Such plates captured fine architectural detail, from the carved facade to the sculpted tower.
