Two glass plates hold a single view of Philadelphia's City Hall, one showing the lower portion of the building and the other the upper, so the pair must be read together to see the whole façade. The building rose at Penn Square over roughly three decades beginning in 1871, and its tower is topped by a statue of William Penn, placed there in 1894. The Detroit Publishing Company, which sold many views of American cities around 1900, issued this view, and the plates reached the Library of Congress as a 1949 gift through the State Historical Society of Colorado.
