Arras, in the Pas-de-Calais of northern France, was one of the most heavily damaged towns on the Western Front by 1919. Its medieval center, including the Grand' Place and the Hôtel de Ville with its belfry, was shattered by shelling during the long fighting from 1914 to 1918, and the British offensive of April 1917 was fought over its ruins. The armistice of November 1918 ended the bombardment, but residents who came back faced streets of rubble and a city that had to be cleared before any rebuilding could begin. The surrounding coalfield around Lens and Douai was also struggling to restart its pits and rail lines. This view shows a town still waiting for its old shape to return.
