Pendleton, Oregon, in 1911 was a wheat and wool town in Umatilla County, shipping grain by rail from the dry plateau of northeastern Oregon. The Pendleton Round-Up had started only the year before, in 1910, when local businessmen staged a rodeo to celebrate the ranching and cowboy life of the surrounding range. These crowded bleachers filled with spectators watching the contests, many of them ranch families and townspeople from across the region. The woolen mill and the railroad gave Pendleton steady commerce, and the Round-Up was already becoming the town's best-known annual event.
