In 1911 Pendleton, Oregon, was a wheat, wool, and livestock town in the Umatilla County country of northeastern Oregon, with its economy tied to the railroad that carried grain and sheep to market. The town had held its first Round-Up only the year before, in 1910, when local business leaders staged a cowboy contest to draw visitors and show off the ranching life of the region. Native performers from the nearby Umatilla and Cayuse communities took part in the program, and their dances were among the attractions that drew crowds to the grandstand. Residents who gathered for these September events knew Pendleton as a place where the frontier past was being turned into a public spectacle, and the Round-Up quickly became the town's signature event.
