General Frank T. Hines, then director of the U.S. Veterans Bureau, appears with members of the Veterans of Foreign Wars in this image dated March 3, 1924. Veterans' benefits were a live political issue in the 1920s, and the Bureau and veterans' organizations were often in the news, which made gatherings like this a common subject for Washington photographers. The picture comes from the National Photo Company, a commercial studio whose large glass negatives document official and civic life in the capital. Faint streaks and blemishes on the glass come from natural deterioration of the original coating, a common condition for negatives of this age.
