General Hines and the Veterans of Foreign Wars mark this April 3, 1924 negative as a specific moment, not a generic portrait of officials. The Veterans of Foreign Wars was founded in 1899 by veterans of the Spanish-American War and later opened to men who served overseas in other conflicts. The National Photo Company, a Washington, D.C. studio that recorded officials and public events for decades, made the exposure on glass. Veterans' groups of the 1920s pressed Congress for pensions and hospital care, which gives the scene its context. Note the streaks and blemishes across the plate, which come from deterioration in its original coatings.
