In 1909 Watertown, New York, was a growing city of the upper Black River Valley, and its civic life was taking on the institutions of a larger town. The Flower Memorial Library, given by the family of former New York governor Roswell P. Flower, gave residents a public reading room and a new place for study. Trolley cars carried workers and shoppers between the factories and the downtown commercial blocks, and the city's streets were gradually being improved. Nearby, the army began establishing a training camp at Pine Camp in 1908, a development that would bring soldiers, supply trade and new visitors to the region in the years ahead.
