Albany, New York, in 1909 was a river city whose fortunes rested on the Hudson, where steamboats, barges and freight trains met at the waterfront. The New York Central Railroad ran its lines along the river, and the city's factories, breweries and iron works drew workers from across the state and from immigrant communities in Germany, Ireland and Italy. Albany was also the state capital, so the Capitol, still under construction in those years, shaped civic life and the local economy of government offices and hotels. Its population had grown steadily since the mid-1800s, and residents would have known the city as the seat of state government at the head of navigation on the Hudson.
