Pierre, South Dakota, in 1913 was a modest river town on the east bank of the Missouri, and it had been the state capital since 1889, when South Dakota entered the Union. The capitol building was the center of civic life, where legislators gathered in biennial sessions to debate the railroads, taxes, and farm policy that mattered to a largely agricultural state. Wheat, corn, and cattle operations filled the land opened to homesteaders in the decade after 1900, and Pierre's merchants depended on the trade those farms brought by wagon and rail. Residents knew their town chiefly as the seat of state government and as a supply point for the country west of the river. The view captures a community whose growth still hinged on the railroad and the river crossing that tied it to the rest of the state.
