Hugo Preuss, the legal scholar identified here as State Secretary of the Interior, is the subject of this satirical print, probably from about 1919. Preuss took that post in the provisional government formed after the German Revolution of 1918, and he was the principal author of the draft that became the Weimar Constitution, adopted by the National Assembly that August. Caricatures of officials like him were common in the illustrated press of the early Weimar years, when political leaders were regularly lampooned. The print comes from the Rehse-Archiv für Zeitgeschichte und Publizistik, a collection of contemporary German printed material.
