The title names this as a newly organized Youth Council in Savannah, Georgia, a local youth wing of the National Association for the Advancement of Colored People. NAACP youth councils spread through the 1930s and 1940s, giving Black teenagers and young adults a place to organize, study civil rights issues, and take part in local campaigns, often in cities where segregation shaped schools, jobs, and public life. The photograph was taken by Sam Williams and survives in the NAACP records at the Library of Congress, offering a dated look at a group forming its identity during those years.
