Charles J. Brand led the Office of Markets within the U.S. Department of Agriculture in 1913, the year the office was taking shape as part of the department's effort to help farmers get fair prices and better information about where their crops were sold. This portrait comes from the George Grantham Bain Collection, a body of news photographs made in Washington and New York in the early twentieth century. Its formal pose and plain studio setting reflect the period's conventions for official portraits of government officials. The image offers a glimpse of the federal bureaucracy as it expanded during the Progressive Era.
