This portrait of Alexander Mitchell Palmer was taken by the Washington, D.C., studio Harris & Ewing, which registered the photoprint for copyright, and the catalog dates it to around July 14, 1919. That was the period when Palmer served as U.S. Attorney General under President Woodrow Wilson. In the following year he directed the Palmer Raids, a series of federal arrests of suspected radicals amid the Red Scare that followed the 1919 bombings. The raids and the civil liberties concerns they raised remain a central part of his public legacy.
