A glass negative from the National Photo Company, dated January 19, 1925, names an amphibian aircraft and three men: Maj. Clagett, Gen. Mitchell, and a third name cut off in the record that appears to be aircraft designer Grover Loening. The date places the picture in the years when Gen. William "Billy" Mitchell, then assistant chief of the Army Air Service, was pressing hard for an independent air force. Mitchell was later court-martialed in 1925 after publicly criticizing the military's leadership on aviation. The Washington-based National Photo Company documented many official events, and the negative's streaks and blemishes reflect the age of its original coating.
