Herbert Hoover and a group of Reserve Officers' Training Corps cadets gathered at the White House on July 31, 1929, and that encounter sets this glass negative apart from the many portraits of the president in the collection. Hoover had taken office only four months earlier, in March 1929, so the photograph captures an early moment in his administration. The National Photo Company, a Washington studio that documented officials and public events, made the image, and the negative reached the Library of Congress as a gift from Herbert A. French in 1947. The title came from studio data that has not been independently verified, so the exact occasion is worth checking against other sources.
