Pawtucket, Rhode Island, was a mill town on the Blackstone River in 1909, and its economy rested on textiles that had grown up along the river since Samuel Slater's cotton mill began operating there in 1793. By the early twentieth century, factories in the city made many kinds of cloth, thread, and narrow fabrics, and the Smith Webbing Company belonged to this manufacturing base. Its woven webbing went into products such as straps, belts, and suspenders. Mill work drew large numbers of immigrant families, and the whistles and shift changes of these plants set the daily rhythm of the neighborhoods that climbed the riverbanks around the factory yards.
